I keep a pocket full of change in my jacket and frequently give it to panhandlers, on the principle that someone who has to beg for money must really need it, and it’s not for me to judge or try to discern “good” reasons from “bad” ones.

But am I more or less obliged to give spare change to the panhandler who has a young child with him, and who may or may not be using that child to boost his daily take?
